The chairman opened the meeting at 7.30pm.

6.         The chairman welcomed Mr.Hayman and Mr. Kemp.

Mr. Hayman thanked the chairman for inviting them to address the meeting and introduced Mr. Kemp who is in charge of flood warning procedures.

Mr. Kemp explained that his department has a duty to provide flood warnings for coasts and rivers. The unit is based at Ipswich and covers the area from Hunstanton in the north to Purfleet in the South. They work closely with the Met Office and use computer predictions to give warnings. They can then calculate when a flood is likely to occur. Forecasts are about one and a half days in advance with the aim to give a warning twelve hours before an incident. Predictions for Salthouse are based on conditions at Wells.

Method of operation is 1.Forecast likely incident 2. Do a detailed assessment 3. Inform people on the ground. There are three levels of warning: -

1.     Flood Alert is the lowest level of warning i.e. low lying land (Wells Quay)

2.     Flood warning i.e. most vulnerable properties liable to flood

3.     Severe flood warning i.e. lives at risk.

At level 3 all emergency services are involved and messages sent out by telephone landline. A recorded warning message can be received by up to five registered numbers (including mobiles) for any one property. In very serious situations local radio stations can broadcast warnings. Close co-operation is also maintained with North Norfolk District Council who have flood wardens.

Reports are sent to the Area Incident Room when all recorded messages have been sent out and a list will automatically be generated of all those who have not been contacted. All received messages are logged.

If flood or severe warnings forecast every person who is registered will receive a message. Low risk warnings go to the people most likely to be affected.

A severe flood can be predicted well in advance due to the latest computer models and satellite technology.

Mr. Hayman said that the flood-warning siren is out of date and can be done away with now that twelve-hour warnings are in place.

The chairman thanked Mr. Hayman and Mr, Kemp for attending and giving their presentation. They left the meeting at 8.07pm

2.         There were no declarations of interest.

3.         The Minutes of the meeting held on Tuesday 6th December 2011 were approved by the members and signed by the chairman.

4.         There were no matters arising from the minutes.

5.         Report from District Councillor Young.

Coastal issues forum. The District Council will provide some expertise in assisting local projects, but will not provide any money.

The pilot project  to get empty homes back in use,musi9ng CPO powers has started  in Weybourne. , It is likely to take a year to come to a conclusion

Environmental Services have confirmed that the bottle bank will be cleared weekly on a Thursday.

NNDC have a new corporate plan including: -

·      To dissolve the Local Area Partnerships,

·      To reduce the top tier of management from five to three.

·      Increase car-parking fees.

The NNDC meeting on Thursday 12 January is to discuss the cable route and the 106 on the Barn development in Salthouse where the developers cannot find the money required for the affordable housing.

The proposed site for affordable housing in Market Lane still has a problem with the flint wall. The development is only viable using the whole site with eight houses.

The Parish Council requires more detailed information on this proposal. They insist that the Play area promised must be retained.

7.         Financial Matters.

It was agreed to give a donation of £100 to the Village Hall.

8.         Playing Field.

There have been no quotations so far for the re-seeding of the playing field. More quotes are to be sought.

Here was a discussion on the access or otherwise to the track at Cley Lane.

The chairman informed the meeting that the bank at the bottom of Purdy’s Lane had been levelled and visibility greatly improved.

There being no further business the chairman closed the meeting at 8.56pm

The next parish council meeting will be on Tuesday 13th March 2012
