Present:-

In attendance County Cllr. M. Baker,  District Cllr. D. Young.  Mr. S. Hayman (Enviroment Agency) Mr. A. Wigley (Flood Warden) and five members of the public.

The meeting was opened at 7.30pm

There were no Declarations of interest.

The Minutes of the meeting of 12th November 2013.  were approved by the members present and signed by the chairman.

There were no matters arising from the minutes.

Reports.

Dist Cllr. D. Young.

The new Housing Allocation Policy announced towards the end of last year was finally introduced on 18 October.  In theory this should increase the extent of “local” allocations, although for those in greatest need, and thus highest priority, the definition of “local” is quite wide.   The new policy has reduced the number on the Housing register from 4,865 to 1,564, of which about 300 are in the priority bands.

November’s Cabinet approved spending £100,000 to replace play equipment around the area and £40,000 (from the EU’s “FLAG” grant) to renovate the Sheringham West Gangway.

November’s meeting of the Full Council passed a motion urging NCC to ensure that the frequency of the Coasthopper service is maintained.  It was also noted that plans are in hand to withdraw the Council’s banking business from the Co-operative Bank and that in the meantime, no funds are kept with the bank overnight.

Cabinet on 2 December agreed to use the Big Society enabling Fund to give £15,000 to develop a Business Plan for the Atrium in North Walsham and £150,000 to Homes for Wells towards the redevelopment of the Field Study Centre to provide 10 new homes.  In the next financial year the council’s fees and charges will increase by approx 2.5% but there will be no increase in charges for car park.

 Discussions are in hand with the DCLG to see if assistance can be obtained in the aftermath of the recent floods.   The current ”Bellwin Scheme” covers part of emergency costs in connection with immediate safeguarding of life or  property.  No arrangements currently exist to help with permanent repairs and/or additional future protection.

County Cllr. M. Baker.

The County subsidy to the Coast Hopper is to be cut by £75,000, but the service is guaranteed for this summer. Norfolk Green (coast hopper) is being sold to Stagecoach.

The Kings Lynn incinerator project is waiting for comments from Mr. Pickles on January 17th.

Changes will be taking place at County Hall as they move from a Cabinet to a committee sysetm.

The general policy has been agreed and full approval should be given at a full council meeting.

Committes will be made up of seventeen councillors. There will be seven committes each of which will be politically balanced.

County Council are requesting the re-instatement of full party political involvement.

Flooding.

One month after  a major surge the breach at Cley has been repaired. There are two major breaks in the bank at Salthouse.

A decission was taken six years ago to allow a planned retreat to form naturally. If a tidal inlet tends to become perminant then action will be taken.

There will be an increased risk of flooding for the remainder of the winter.

There is no indication at present that the breaches are enlarging, the remainder of the ridge is reforming. It is too soon to decide how to deal with the ridge but filling it mechanically would be a major operation.

The management plan  is to allow the area between the Village and the bank to change. The bank will gradually roll back and the marshes become more saline. Total distruction of the bank is to be avoided and the situation is being monitored to see if the bank is improving.

Cllr. M. Baker reminded the Environment Agency that the primary aim of Government is to defend the realm. There is government money available. A private scheme costing £17,500 has been successful in another part of the county, why can the E.A. not learn from this?

The chairman said the road will have to be closed eve

Village Green.ry high tide because it will be flooded if no action is taken. The road can only be closed by Highways.

During the flood alert there was a total lack of support for the flood wardens from the Police, District Council or Environment Agency. The road was flooded and the wardens were warning cars.

The chairman thanked both flood wardens for all their help during the emergency.

Managed retreat will maintain the fresh marshes for as long as possible. The E.A. will be carrying out an assesment during the winter period and a decission will be made in the spring.

The chairman thanked Mr. Hayman for attending and having a full discussion.

Village Green.

All poles moved during the recent floods have been replaced and secured.

Highways prefer not to have car parking on the village green to the North of the coast road.

A meeting of all interested parties has been proposed but to date no further action has been taken.

Playing Field.

Goal posts have been promised and the children are keen to use the field.

A notice regarding the playing field will be placed in “Link Up”

Web Site.

This should be operational in the next few days.

There being no further business the chairman closed the meeting at 9.02p
