Minutes of an Emergency Planning Meeting. 22nd January 2016
 
Reason,The late arrival of the application which did not allow for proper discussion at the Parish Council meeting of 12th January 2016.

The Council OBJECTED to this application for the following reasons:-
 
North Elevation
 
The proposed dormer door and balcony at first floor level is too large and wholly out of proportion to the building.
 
Glazing bars would improve the general appearance.
 
South Elevation
 
Four large openings (doors) on the ground floor extending to the floor level will increase the risk of sea inundation to the sleeping area.
Four roof-lights unless fitted with blinds will increase light pollution.
 
East Elevation
 
The rear extension comprising of a flat roof and timber facing, is visible from the road on the approach to the village and unsympathetic to the character of the original building.
 
General Notes

  • The property is one of the most vulnerable buildings in Salthouse with considerable risk of flooding. To allocate the ground floor to sleeping accommodation would therefore seem to be manifestly unwise.
  • As it seems apparent that the property will be used as holiday accommodation, holiday-makers with no knowledge of flooding and without the benefit of the automated warning systems, may be at considerable risk.
  • The local flood wardens therefore do not support this application
  • The accommodation comprising in excess of eight persons may impact adversely on the already challenging parking difficulties.

The meeting opened at 7.30pm

3.         The Minutes of the meeting held on 10th November 2015, having been previously circulated were approved by the members and signed by the chairman.
 
4.         Matters arising from the minutes.  There were no matters arising.
 
5.         Reports
PCSO J. Bridges. Since the 7th September there have been seven calls to Police including one burglary.
Traffic monitoring has been carried out on the coast road between the 12th and 20th September.
Approximately 500 vehicles were checked fro speeding. The lowest average speed was 20.9mph and the highest average speed was 31.2mph. This compliance rate is very good.
PCSO Bridges then confirmed that she was being moved to Cromer. The new PCSO for Salthouse will be Guy Slade PCSO¬S Bridges and G. Slade left the meeting at 743pm.

Cabinet in November agreed to offer a three-year contract for the provision of advice and information services to Mid Norfolk CAB.   They in turn will have a partnership agreement with Norfolk CAB.   The contract will cover the whole area of North Norfolk.   The new arrangements commenced in January and will provide more contact points, including some food-banks and Sure-Start centres.
NNDC has agreed to join with Great Yarmouth Borough Council, Suffolk Coastal DC and Waveney DC to form the Norfolk and Suffolk Coastal Management Team. 
The sharing with GYBC of NNDC's Chief Executive and Head of Finance went ahead as from the second week in November.  No paper was presented regarding this but while most, if not all, councillors support the idea of shared resources in principle, there were concerns expressed that the arrangements had gone ahead without sufficient planning.
Community Action Norfolk (formerly Norfolk Rural Community Council) have set up a bulk buying scheme to achieve cheaper priced heating oil.
The 30 November Cabinet agreed an immediate ban on the release of sky lanterns and mass release of balloons at any council event or on council controlled land.
Planning is expected to save £92k pa following the implementation during 2016 of a revised method of working including the elimination of most paper-based documents.
The December Council meeting agreed to renew for a further year the level Council Tax Discounts and the resulting tax base for each parish. 
The January Cabinet approved an additional capital spend of £650,000 on redeveloping the West Promenade at Cromer and a new capital budget of £995,000 (with a further £450k from external sources) to develop the Egmere Business Zone, which is now designated an Enterprise Zone.
 
 However it decided not to commit any funds to developing the potential car park in Thornage Road,  Holt. 
Central Government's draft proposals for funding local government provides for a 4 year period
 
County Cllr. M. Baker. The NCC budget had to save £100million. The levy on council tax for social care can be maintained./
 The budget has not yet been formally agreed. The vote on the precept must be taken at a full council meeting. The ruling group have a majority of one. The vote could go either way.
There is a move away from selling agricultural land.
In reply to a question Mr Baker thought it was very unlikely that a 20mph restriction on the Coast Road would be applied.
 
6. Planning.  It was decided to hold a separate meeting to discuss the planning application as more time was needed to appreciate the full extent of the proposal.
 
7. Playing Field.  A representative of a play equipment company was visiting in the near future to advise on layout.
The lease of the playing field is to be checked as there is a possibility that the land may be sold.
 
8. Finances. A copy of the cash book to the end of November 2015 was circulated showing  £6794.37 in the Current account. Income to date was £7632.05 and expenditure £3996.95 with a carry forward of funds from the previous year of £3159.27.
An income shown of £232.05 for recycling was the final payment made before recycling was discontinued and was in part for the year 2014-15.

9.  Correspondence.
Mr. John Masters – by email – The path from the coast road to the sea (The Iron Road) was being damaged by vehicles which makes it very difficult for walkers. Could a barrier be erected in winter?
The members confirmed that the track was used by farmers and by the owners who were The Norfolk Wildlife Trust for access to their marshes.
 
10. Matters for information only or for the next agenda.
It was noted that the Highways Rangers would be in the village on 8th February.
 
There being no further business the chairman closed the meeting at 8.43pm.
 
The next parish council meeting will be on Tuesday 1st March 2016.
