3. The Minutes of the meeting held on 8th November 2016, having been previously circulated, it was proposed by Cllr. Turville-Petre that the minutes be approved. This was seconded by Cllr. Harrod  and agreed by the members. The chairman then signed  the minutes.

5. REPORTS FROM POLICE, DISTRICT AND COUNTY COUNCILLORS

Summary of report. The full report is attached to these minutes.

• Cabinet recommended measures to increase the supply of affordable housing and temporary accommodation. To dispose of council-owned land in Knapton to Victory Housing for building 16 affordable dwellings.
• A planning application from the council itself to redevelop the former children's area in North Lodge Park as a car park was refused.
• Community Housing Fund. The East of England has been allocated £9m.   Second homes are defined as homes that could otherwise be used as a principal residence and exclude those used for holiday lets or with a restriction as to holiday use only.   In North Norfolk, the average proportion of second homes is 7.4%.  (Salthouse 36%,) In the following year the funds must then be used to deliver affordable housing for local first-time buyers.
• Market Lane site, Broadland Housing and NPS have discussed the terms for acquiring the site for affordable housing.   

 6.PLANNING. (1)
Ref PF/16/1702 Single storey extension to Havelock Barn, Cross Street
There was no objection to this application.
Ref PF16/1744  The Anchorage, Coast Road Salthouse. Extension to front and side, including raised terrace and first floor balcony,
Whilst the Parish Council appreciate that the extensive glass front on the north elevation will afford magnificent views to the occupants, this will be at the expense of users of the marsh and community as a whole in terms of the likely light pollution in an area of Outstanding Natural Beauty. The Parish Council objects to this feature of the plan.
It was also noticed with regret the use of larch once again which although increasingly common, is neither a traditional building material nor indigenous to the area.
PLANNING (2)  As from April 2017 all comments and observations on planning applications must be received by NNDC within 21 days of the planning notification.
All future planning applications will be sent to the clerk by e-mail with attachments of the detailed plans. These will be forwarded to parish councillors. After consideration all councillors would reply to the clerk with their observations. 
Councillor Dawson proposed that If the application was considered to require full discussion then a meeting should be called. If a formal meeting of the council was not considered necessary by a majority of the councillors the clerk should be given authority to reply. Comments by Parish Councillors should be sent to the clerk by e-mail so a written record can be kept.
This proposal was seconded by Councillor Turville-Petre and approved by the members present.
