Draft Minutes of the meeting held on Tuesday 10th January 2023

Present. Cllrs: - Sarah Dawson (chair), Colin Horwood, Donald Harrod, Jonathon Wright.
District Cllr. Victoria Holliday. County Cllr. Eric Vardy. 4 members of the public.
Colin Horwood taking minutes, no clerk.
The meeting opened at 7.30pm
1          Apologies.       Cllr. N. Cary
2         There were no Declarations of interest
3       There were no comments or questions on the agenda from members of the public other than those dealt with later.
4         It was proposed by S. Dawson that the minutes of the meeting held on 10th November 2022 should be approved subject to amendment of error of attendance of Jonathon Wright. He should be removed from apologies for absence . Donald Harrod seconded the approval of the minutes and these were signed by the Chair.
5          Matters Arising
Coast Hopper update from bus company. They do not plan any changes
Clerk to write to Steve White at Highways concerning outstanding jobs and lack of progress. Highways to be contacted again concerning flooding on A149 by pumping station. Water across the road with nowhere to go. Sarah Dawson to write to him
6          Reports from County, District and Parish Councillors
County Councillor – Eric Vardy – As attached document.
District Councillor – Victoria Holliday – As attached document but with the addition of a request from Ramblers Association that we would support their claim to increase the width of the footpath  and remove the barbed wire . The footpath goes from the Coast Road to Cuckoo corner and has been decreased in width and fenced by the land owner . The Parish Council discussed and agreed to support their request.
Report from Heath Managers
Since the last SPC meeting no actions on the following have been reported: -
Completion of Constitution
Fence surrounding the enclosure has not been repaired following fire damage and access.
Gates have not been ordered
Public annual report of works, finance and accounts remain unscheduled
It is noted that work has started on cutting the gorse this week although no plan of further work to be undertaken has been recorded.
Work on clearing the Marl Pond begins on Saturday 14th January.
A member of the public asked when the “dogs on leads” signage would be erected on the Heath, as it is getting close to ground nesting bird time of March 1st.
A member of the public requested a visible phone number for any problems that arose on the Heath. The council present agreed to phone numbers being listed
It was decided that the Clerk should write to the 3 elected officers as Managers of the Heath and remind them of their public duty to prepare accounts for year ending 2021 and 2022 and arrange a date for a public meeting ASAP to inform the public of the work undertaken and accounts during this period and future plans. As the Constitution is still not in place the term of office for the second tier of managers has now lapsed.
Report on Playing Field
All equipment in good order but sadly a muntjac deer had become entangled in the goal netting and died. It was decided to remove both nets and leave the posts standing.
Furthermore, because this deer corpse had remained undeclared, it was decided that villagers would have an emergency list of Councillors phone numbers to report such an incident. The members of the council present agreed to have their phone numbers listed .
This would be placed on the two  village boards.
7          Footpath between Cross Street and Grouts Lane
It has proven impossible, so far, to raise the funds to extend the footpath even though disabled folk have been seen walking on the road to get to the bus stop. It would appear that funds may be available from the Hornsea Wind Farm project, to be applied for. In addition,  Highways are considering moving the bus stop back to the village green.
8          Finance
Bank balance at 10/01/2023 . Current a/c £3430.80 . Savings a/c £4787.33
Following question from floor the clerk is to try and  locate the funds of £45,000 created from the Barn development on Purdy Street.
It was proposed by Sarah Dawson we approve the proposed budget for 23/24 . This was seconded by Colin Horwood. Unanimously agreed by the council.
Purchase of Toad sign and high viz jackets was approved by the council
Meeting closed at 9.10pm
