3. The Minutes of the meeting held on 1st September 2015, having been previously circulated were approved by the members and signed by the chairman.
4. Matters arising from the minutes. There were no matters arising.

Mr. D. Young. NNDC
The September Cabinet agreed to continue its offer of grant funding to Parish Councils to offset their 2016/17 precept requirements. The grant will be reduced from last year's by around 15% in line with the reduction in central government's funding.
Full Council formally approved the audited accounts for 2014/15 which showed a surplus of £366k.
The government has agreed a proposal from the National Housing Federation that the Right to Buy should be available to Housing Associations but not compulsory.
As part of the process in agreeing a new Local Plan to cover development policies and site allocations through to 2036, a study was commissioned as to the need for additional housing. Some of the findings relating to North Norfolk are as follows:
The council will shortly be launching a "Call for Sites" in which local communities, landowners, developers etc.- will be asked to put forward potential sites for consideration.
Preliminary talks are under way with Great Yarmouth Borough Council to see if there is any scope for sharing some senior officers and back office work with a view to making savings.
Great Yarmouth now has vacancies for its Chief Executive and Chief Finance Officer and has requested the secondment of NNDC personnel on an interim shared basis.
It was agreed to support this proposal on the basis that details of the arrangements would be made available at the next meeting of Full Council.
Broadland Housing wished to develop into one large market property and 4 affordable dwellings at Market Lane. It now seems that NCC will be aiming to develop the site themselves in order to maximise the value of their land. This might mean a reduction in the allocation of affordable housing, though any application would have to satisfy the viability criteria that pertain to an exception site.
Chairman’s Report.
A dog bin is to be installed at the bottom of Mill Drift.
NCC have put up the rent on the allotments. They would not give a reduction on their proposed increase but the increase can be spread over three years.
A meeting was held on the 20th October between the National Trust, Norfolk County Council and the Chairman of Salthouse parish council to discuss the Beach Road car park.
A low cost car park must be considered as a long term solution would not be possible due to the shingle bank receding. National Trust have £60,000 to £70,000 available. There will be a “Trod” to the West of the road. There will possibly turning and parking bays on the East of Beach Road at ninety degrees to the carriageway. The ditch is to be piped and filled in and possible bore holes investigated. The scheme needs formal planning agreement and a feasibility study costing £1500.
6. Planning.
It was noted that approval had been granted for NMA2/ 13/1245.
Permission has been granted for ref PF/15/1139
7. Allotments. This item was covered in the Chairman’s report.
8. Playing Field.
The P.C.C. had expressed concern that the hedge has been removed and a dog walking pathway created. This is to be stopped.
It was agreed to use the money in the Playing Field account to purchase play equipment. The money is to be transferred from the Santander account to the Business account.
9. Finances.
The Budget for the year 2016-2017 was approved by the committee.
It was proposed by Cllr. Dawson that the precept should be set at £4500
this was seconded by Cllr. Turville-Petre and approved.
A grant to the Village Hall was discussed. Cllr. Dawson declared an interest and did not join in the discussions. It was proposed by Cllr Turville-Petre that a grant of £200 be made. This was seconded by Cllr Large and approved.
