The meeting was opened at 7.30pm

2. Cllr. Turville-Petre declaired an interest in item 6 Cllr. Dawson item 8
3. The minutes of the meeting held on 16th July, having been circulated to tne members were approved as correct and signed by the chairman.
4. Matters arising from the minutes..The siting of a bus shelter is being investigated by highways.

Full Council in July agreed to a trial relaxation of the planning rules in order to encourage house-building. The standard proportion of affordable housing for areas east of Sheringham will drop from 45% to 20%, though these percentages are always negotiable. Some “sustainability” criteria are also being dropped. One other relaxation is that developments of 2 houses or more in “service villages” (e.g. Weybourne, Blakeney) have previously required 50% affordable housing. This will now only apply to developments of 10 or more.
The Districe Council have been asked to consider promoting the activities of Norfolk Credit Union so that resort to pay-day loan companies can be avoided. The Chief executive is going to attend a presentation later this month.
Emails have been exchanged with Highways regarding speed limits. Due to lack of funding, NCC are prioritising those areas where accidents have already happened, which does not include Salthouse.
Cabinet met 9th September. The following points are summarised from the papers.
· Reduction in central government funding anticipated to be cut from £7.2m in 2014/5 to £5.9m in 2016/7
· No change proposed in 2014/5 to last year’s Council Tax Support Scheme
· NNDC subsidy of precepts to be reduced in 2014/5 by approx 17% but effect on households should only be slight.
· Further restructuring and voluntary redundancies at NNDC budgeted to save £150,000 * More contact with NNDC to be encouraged to take place on-line
· Hoping to save £300,000 pa through changes to recycling and waste contract
· Funding gap of £1m still to be addressed by 2016/7
6. Planning.
PF/13/0994 - Retention of replacement garage/workshop at Victoria Cottage, Purdy Street.
Cllr. Turville- Petre informed the meeting that he was seeking retrospective planning consent for a garage which was rebuilt three years ago. He then left the meeting.
The Parish Council supported this application as the building had been in existance for three years and no one had complained in that time

Application withdrawn
LA/13/0855 – Removal of chimney stack and installation of timber window
Salthouse Hall, Purdy Street Consent granted for the work.
PF/13/0537 – Permit erection of two-storey side extension at Marsh Rise, Coast Road,
7. Village Green.
The green is looking better. One pole has been moved and replaced.
One quotation has been received for carrying out the work to level and raise the green, but the figute asked is quite high. Two more quotes are being sought.
There has been one more letter of complaint and one letter of support, offering a donation.
The businesses round the green will be asked for a donation towards renovating the green. The total cast could be over £5000 and will benefit the businesses as well as the village.
Two signs have been produced asking for no parking on the green.
8. Grant to British Columbia Hall.
The village hall will have a defecit this year and it was proposed by Cllr. Cary that the Parish Council should give a donation of £300. This was seconded by Cllr.Turville-Petre and approved. It was also agreed that the Parish Council should try to obtain more competative insurance quotations for the village hall.
9. CORRESPONDENCE
The rent for the playing field will not increase for the coming year. There was a discussion on keeping the playing field or should the tenancy be given up..The playing field fund is in place with S. Dawson and Mr M. Olin as signatories. This is to be discussed further at a later meeting.

10. Matters for information only or for the next agenda.
The Web site is neaaring completion but some more pictures are needed. It should be in place in two or three weeks.
It was suggested that picnic benches should be provided on the green to create a recreation and play area. This idea is to be reviewed at a later date.
It was suggested that if the village hall needs money why not allow the car park to be used free for two years then charge. Two cars parking should pay for the insurance.
The legal requirements for car parking here are to be investigated.
It was noted that the fence round the pond on the heath is broken. Mr. Ed. Stocker is to be notified.
