Minutes of the meeting held on Tuesday 12th September 2017

The meeting opened at 7.30pm

2. Declarations of Interest None
3. The Minutes of the meeting held on 4th July 2017, having been previously circulated, it was agreed by the members that these were a true and accurate record of that meeting. The chairman then signed the minutes.
4. Matters arising from the minutes None.
5. Reports From Police, District and County Councillors
Police:- There have been two calls.(1) A dog was stood on and bit someone (2) one assault. PCSO Jonas left the meeting at 7.37
Dist. Cllr. D. Young Following the recent anti-social behaviour by Travellers in Cromer, NNDC has written to the Secretary of State for Local Government to request increased powers for councils. Although councils can issue a direction to leave land on which they have encamped without permission, if such a direction is ignored, it cannot be enforced until the council has obtained a Court Order. This causes delay, especially if the situation occurs over a weekend. The Secretary of State has been requested to bring forward legislation that would avoid the need for a Court Order where alternative sites exist. It remains to be seen how the council could enforce such powers.
DONG Energy are planning to construct the Hornsea Project 3 offshore wind farm. This is proposed to make landfall at Weybourne with the cables going south around the eastern edge of High Kelling to connect to the National Grid south of Norwich. A worrying feature to emerge recently is the possibility that the cables could be laid in up to 3 phases over up to 11 years. DONG's submission to The Secretary of State (who will make the final decision) will be around the spring of 2018 and should include responses to comments received.
The Sporting Centre for Excellence, based at Gresham's school, is continuing this year for pupils aged 11 – 14. Parents can nominate children with potential for a series of coaching sessions in hockey, netball, cricket and running by contacting the council on 516305.
The Cabinet meeting in September was broadly supportive to a draft response to DONG Energy. The council is opposed to a phased construction over a lengthy period. They have supposedly also made it clear to DONG that the use of Bridge Road and The Street in Kelling is unsuitable for construction traffic and requested use of the A149 wherever possible.
Cabinet also approved the purchase of a community shop and adjacent house in Itteringham. This would be an income-producing investment by the council and maintain the community shop that is being run by volunteers
It also supported the proposed revised use of Benjamin Court.
Regarding the S106 moneys for Bard Hill Barns, following assessment by the council's viability consultant a meeting was re-arranged for 11 August, but this has been postponed due to a change in the developer's representation. Planning assure me that it has not been forgotten.
Norman Lamb wrote to NCC's Managing Director to seek clarification on the County Council's attitude to selling the Market Lane site to Broadland Housing Association. The reply was rather evasive, stressing the need to achieve best value for the land. I understand that there has been fresh contact between NCC and Broadland Housing but I still await further news.
During Norman Lamb's village tour the subject of the Beach Road car park was raised again. It was explained that the design had been over-engineered to the point where it became unaffordable. Norman offered to write to the National Trust if the Parish Council wished to pursue this further.
County Cllr. S. Butikoffer. NCC have to save £100 million over the next three years. Front line services will be hit, amongst them Adult Social Care and Libraries. The Police budget is up half a million due to salary increases. Police and the Fire Service may share the same Commissioner but NCC do not want any reduction in services. Eighty extra retained firemen are needed.
The parish council asked Cllr Butikoffer to investigate the dangerous exposed metal on the Beach Road and also investigate the problem of Camper Vans parking in Beach Road.
It was decided to arrange a further meeting of all interested parties.
6. Statement of Inclusion.
It was proposed by the chairman that the following statement of Inclusion should be included in the standing orders of the council to encourage more participation in Village affairs :-
Salthouse Parish Council welcomes participation from all members of the parish in support of the community as a whole. All participation is encouraged and may be structured to suit the time and skills available to the participant. Input from under-presented groups, currently the young, ethnic minorities, those with disabilities and women are particularly welcome.
All views and contributions are welcome and will be treated with respect.
This proposal was seconded by Cllr.Large and approved.
7. Salthouse Heath There has been an informal meeting of the Trustees. A full report is published on the web site. There is to be a Public Meeting on 29th October 2017. Goats will be coming on to the heath this week to graze the land near the Radar site.. A wild goat is already on the heath.
In a open letter to Salthouse Parish Council from Mr. Lincoln he expressed concern that Natural England propose to use Asulox and Roundup in order to kill unwanted plants in order to create and maintain it as heathland.
Cllr. Large explained that a “Weed Wiper” would be used to take out the higher growing Birch which is becoming a weed problem. This system does not involve spraying but only targets the selected weed species.
8. FINANCIAL MATTERS.
It was noted that the Audit for 2016/17 was completed and approved.

10. Matters for information only or for the next agenda.Donations will be considered at the November meeting including a request from the village hall committee for a grant to re-furbish the kitchen.
The telephone box now has a defibrillator installed. Paint has been provided and hopefully volunteers can be found to paint it.
The parish council was thanked by members of the public present for the B.B.Q held on Sunday 13th August. A very pleasant day was had by all.
