The chairman opened the meeting at 7.30pm.

1.         Apologies

County Cllr. J. Perry-Warnes  Ms. F. Davies (NNDC)

The chairman announced that he had received a letter of resignation from

Cllr. A. Gray

Report – PCSO Best – There had been four calls from the parish during the month, two missing persons and one lost property.

Community Crime Prevention are planning to visit the parish to give a prsentation on forming a “Home Watch”. Ths could play an important part in crime prevention and help communities fight against crime to maintain the sense of security residents may already feel.

PCSO Best left the meeting at 7.39pm

2.         There were no declarations of interest.

3.         The Minutes of the meeting held on Tuesday 10th January 2012 were approved by the members and signed by the chairman.

4.         There were no matters arising from the minutes.

5.         Report from District Councillor Young.

The NNDC budget has now been fixed. The council received £1.3 million from Tesco for the sale of Lockerbie Flats in Sheringham. A new homes bonus of £612,000 and £1,152,000 from second homes council tax which will mean no increase in council tax in the coming year.  A reduction from five to three of top tier officers has been carried out and the next tier of officers is being reviewed with more reductions planned.

The development committee rejected the application for the Dudgeon wind farm cable on the grounds of its adverse effect on the countryside and agriculture but has since decided not to fund the cost of an appeal and the inspector is to be invited to approve the application, subject to conditions.

There has been no further progress on the contribution from the developers of Bard Hill Barns at present and NNDC are still investigating.

 There is to be a planned reduction of services by the Coast Hopper bus.

Fairs are planned to rise by four times the rate of inflation with cuts to summer services. The operation will finish one month earlier with no winter service. 

6.         Flood Warning.

Packs have been delivered by Donald Harrod and Andrew Wigley and nineteen households are registered at present.

A meeting for flood wardens is being held this Thursday at County Hall and Mr. Harrod will attend.

7.         Planning.

PF/12/0078  The Seven Whistlers, Cross Street, Salthouse.

Conversion of outbuildings to habitable accommodation and erection of one and a half storey rear extension.

It was queried if this was an extension or a separate property but the Parish Council had no objection to this application

PF/12/0062.  Haddon Barn, 2 Manor Farm Barns, Cross Street, Salthouse.

Installation of doors to garage and erection of garden shed.

The Parish Council had no objection.

PF12/0098.    Havelock Barn, 4 Manor Farm Barns, Cross Street, Salthouse.

Erection of side extension.

The Parish Council objected to this application. The proposal is an extension of the footprint of the barn and is also outside the planning envelope for the village.

PF/12/0232/33  Lor Cot,  Cross Street, Salthouse

Demolition of redundant building and erection of single-storey extension.

The Parish Council supported this application.

8.       Playing field.

To be included for discussion on the next agenda.

9.       There were no questions from the floor.

It was noted that there is a pot hole on Sandy Hill between numbers 24 and 25

NNDC Rangers to be informed.

It was decided to hold the Annual Parish Meeting on Tuesday 17th April, the agenda

to include an  update on the affordable housing.

There being no further business the chairman closed the meeting at 8.39pm
