2. Declarations of Interest
Declarations of interest were made concerning item 10 by Cllrs. Dawson and Johns.
3. Minutes of the meeting held on Tuesday 14th May 2013.
The minutes of the parish council meeting of Tuesday 14th May 2013 having been previously circulated, were approved by the councillors and signed by the chairman.
4. Matters arising fron the minutes.
The Heath Trustees have not had a meeting yet.
One member of the Trustees is trying to stop the cutting of wood on the heath.
5. Reports.
David North (NWT head of people and wildlife)
The existing NWT building has been very successful. The proposal is to add a new Wildlife Education building. The function will be to increase education from the site. The building could also be booked by community groups. The existing building tends to be underused and the new building will help provide better facilities.
Kevin Hart (NWT reserves manager).
The Wildlife Trust are purchasing Popes Marsh which will link the Cley and Salthouse Reserves. Funds are being raised to complete the purchase.
A management plan is being worked on in conjunction with Rural England. The management plan can be found on the NNDC web-site.
A level surfaced access is planned on the East Bank to reach a shelter. There will also be another hide which will overlook the pools on Popes Marsh. Car parking will be in the existing car parks, which will not be extended. An access path will be created to Popes Marsh. This path will not link the visitors centre to Salthouse. Most visitors will be channeled to the Visitors Centre to obtain a pass to Popes Marsh. Up to 50% of visitors do not leave the visitors centre.
More work is to be done to ensure all wildlife will remain undisturbed. Visitors will be confined to the perimiter of the marsh.

Police Report.
There were eleven calls to the Police during the last quarter including two for abuse, A missing person, two highway obstructions and two for theft, one of these of Church funds.
Crime reduction is an ongoing necessity. Keep windows closed when away.
Cars have parked on the green and camper vans have been parked on the beach car park wit vehicles encroaching onto the shingle bank.
Police do not have direct powers to prevent over night parking. This can be dealt with by the District Council

At a recent Cabinet meeting, the Council agreed to challenge in the High Court the Planning Inspector’s approval of the application for the Bodham wind turbine.
Cabinet recommended that half the £1.2m uncommitted balance on the New Homes Bonus account be transferred to General Reserve with the other half to be used to for matters related to housing.
Cabinet also recommended the setting up of a “Cost Sharing Group” with Great Yarmouth Borough Council. This will achieve administrative savings and enable NNDC’s legal services (“Eastlaw”) to be made available to charities and not-for-profit groups at cost (including recovery of overheads) and free of VAT. Other council services could also be promoted in due course.
At its May meeting, the Council appointed Lyndsay Brettle (Glaven Valley) as Chair and Barry Smith (Mundesley) as Vice Chair.
Cabinet papers show that the financial result for the year to 31 March was a surplus of £185,662 which is to be transferred to a reserve for future redundancy costs or as yet unknown “invest to save” opportunities.
At a recent meeting of the Planning Policy Committee it was noted that NNDC has compiled a “Buildings At Risk” Register, including the chapel ruins in the Salthouse churchyard. The same meeting also agreed that the introduction of a Community Infrastructure Levy at this time could further depress the house-building market and its consideration has been suspended. Further relaxation of sustainability standards and affordable housing rules are likely to be relaxed for a trial period in order to encourage housing development. The Market Lane site will be reviewed.
The latest Cabinet has agreed that a contract will be signed shortly in respect of a county-wide recycling facility to take effect no earlier than next April. The result should be a greater variety of plastic being accepted in green bins. The green bins would also be used for recycling glass bottles and, if so, then bottle-banks would become redundant. I tabled a question requesting that, if bottle-banks are discontinued, some scheme of compensation be arranged for parish councils and other organisations that would lose income from recycling credits. This has been refused.
8. Better Broadband.
83% of Norfolk will get better broadband of up to 10mb and the whole county should have at lease 2mb by the end of 2015.
It was queried that if the 17% can be increased to 2mb why can they not get 10mb for the same amount of work? It ws also suggested thatit will become increasingly common for broadband speed to influence house prices.
Mr. Olin will research costs of having a dedicated system for the village.
7. Village Green.
Poles are in place round the green but extra stakes will be put in place for reinforcement. Letters of support from residents have been received for the measures taken so far.
It was agreed to have a another meeting with highways as further measures will need to be taken. Quotations will be obtained for the re-instating of the banks and the raising of the centre of the green.A Parish Council site meeting will be held to finalise the work needed. It was suggested that a small sign should be installed asking people not to park in this area as it was for recreation..
9. Bus Shelter at Cross Street.
Enquiries are to be made to see if planning permission is needed for a bus shelterf and which design would be acceptable, could it be combined with a bird hide?
10. Grant to Village Hall.
The village hall budget for the coming year shows approximate expenditure of £2000 with a projected income of £1400.This item will be discussed at the next meeting as there were insufficient members without an interest to constitute a quorum.

The Parish Council supports this application but hopes efforts will be made to discourage parking at Salthouse, which is alreadyt over-stretched.
Ref. LA/13/0855. Removal of chimney stack and installation of timber window to ground floor pantry, Salthouse Hall, Purdy Street, Salthouse.
The Parish Council havew no objection to this application.
13. Matters for information only or the next agenda.
Visability at the access to the top houses in Sandy Lane is becoming very restricted.
There is a large pot-hole in Cross Street almost opposite the noticeboard.
Highways Rangers are to be informed of both these problems.
