Minutes of the meeting held remotely by Zoom on Tuesday 9th March 2021
Present Cllrs. Dr. S. Dawson.(chairman) M. Turville-Petre, C. Horwood. D. Harrod, J. Wright.
and twelve members of the public. J.Stibbons(clerk)
The meeting opened at 7.30pm
1. Apologies. County Cllr. S. Butikofer, Dist. Cllr. K. Ward.
2. Declarations of Interest Cllr. Horwood declared an interest in item 10 when the application was submitted and did not take part in the decision which was had taken at an earlier date due to the deadline for submissions being the 8th March.
3. The minutes of the meeting held on Tuesday 12th January 2021were approved by the members
4. There were no matters arising from the Minutes.
5. Reports from County, District or Parish Councillors.
Cllr. Harrod reported that the Salthouse duck pond is flooded up to the road as the water is held back at the Cley Reserve. The Cllr. Dawson will make further enquiries.
Cllr. Wright reported that the litter bin on the green needs securing. He will try to remedy this and also remove two posts which are left on the green.
6. Playing Field. The safety inspection book is held by Cllr. Harrod at present.
The steps to the playing field are steep and there is no hand rail. An alternative suggestion was to use the Churchyard footpath.
7. 20mph Speed Limit A reply from NCC Highways to a request for a 20mph speed limit on the coast road was read to the meeting. The reply was as follows:-
“While I understand the concerns raised by the parish council, NCC has no funding for traffic management issues which includes speed limit reductions. We do however have a Casualty Reduction Team that monitor accidents where injuries occur and when they see a pattern forming further investigations will be carried out. Measures to reduce accidents may then be implemented which could be simple signing and lining or may be a reduction in the speed limit. This should not be seen as waiting for an accident to occur but directing very limited funding at high rate accident sites.
I have checked our records and can confirm there are no recorded injury accidents along this stretch of the A149.
I appreciate this is not the response you would have liked but do hope it explains the situation.”
8. Extending Attenborough Walk. There has been no reply to a letter asking for more information.
9. Affordable Housing. Members agreed that the provision of affordable housing in Salthouse was needed. There is a need for more younger people in the village.
A member of the parish had written to say that the proposed site was a habitat for bats.
It was noted that when Broadland Housing submitted their planning application for the site they would be required to submit an environmental assessment which should cover this point.
A village survey is to be distributed to all residents in the last week of March and will ask for opinions on the best mix of housing types as well as other questions the future needs of the village.
10. Planning. Ref PF/21/0002
Extension to detached garage and insertion of 4 roof light; alterations to existing dormer windows on dwelling including replacing flat roofs with pitched roofs; insertion of first floor window in side elevation. There was no objection to this application.
11. Village Green The Police are aware of the damage to plants at Corner Cottage.
It was suggested that one bollard at the entrance would stop any vehicle coming through. This could be a removable bollard which could be locked. Councillors will visit the site and discuss the options available.
The paint is peeling from the inside of the bus shelter. It will need re-painting. This will also be inspected when the councillors visit the area.
12. Notice Board The preference is for an Oak noticeboard. A two door noticeboard is required and
it will need to display six A4 sheets per side.
A quotation is to be obtained from G. Golby Carpentry Services of Sheringham. If a design and
price are approved delivery will not be until July due to pressure of work.
13. Village Survey is to be printed and circulated with Link-up in March.
14. Marl Pit pond Some clearing of vegetation has take place and it will need to be burnt. An
incinerator is to be purchased.
15. Finances.
Bank Balances at 9/3/2021 Current a/c £7330.03 Savings a/c £4786.85
The following invoices were approval for payment:-
J. Stibbons Salary and expenses £560.94
HMRC PAYE £109.20
16. Correspondence
· Appeal from Citizens Advice for a donation.
It was proposed by Cllr. Dawson that a donation of £100 should be made. This was seconded by Cllr. Turville-Petre and approved
· Letter regarding the green container near the green.
The container is to be moved in the near future.
· Provision of salt bins will be discussed during the site meeting when the committee are inspecting the bus shelter and the corner of the green at Corner Cottage.
18. Matters for information only or for the next agenda.
Cllr, Dawson reminded the meeting that a rare variety of Oak seedlings was being donated and
asked for suggestions for suitable sites. It was suggested that Church yard boundary or the playing
field were suitable, but permission from NPS (landlords of the playing field) would be needed.
Comments and questions from members of the public.
The people who cut the hedge back at the playing field were thanked.
There being no further business the chairman closed the meeting at 8.31pm.

The following points were noted
1) Corner Cottage Reviewed the village green at this junction and decided once again that bollards were not appropriate or necessary.
2) Peeling paintwork in the bus stop shelter. Advise was taken from
another decorator who suggests we clear off flaking paint and then use
Zinseer.
They make a range and we would need to take advise which one to use. Action M.T-P.
3) Bus stop shelter
Do Anglia Water own the back part or are we responsible for it in its entirety?
There are bad cracks in the back wall. Action J.S.
4) Notice Board New noticeboard to site in same position. Quotation awaited
5) Bollards around green. There is one missing at the front between the large telephone/ electric poles There are 2 holes/ruts associated with cars parking there .Holes to be filled. New post to be inserted . Action C.H
6) The existing notice board has dirt behind the plastic .
It will be cleaned and see what is left . It may be necessary to replace with new plastic. Action M. T-P
7) Siting of the rubbish bin . Paving slabs to be placed beside the bus stop wall and bin replaced in its original position. Action C.H.
8) Grit Bins It was agreed that we would like 3 preferably green .

9) Gritting .Highways are to be contacted to confirm they will grit the road in front of shop and bus shelter and ensure there is a connection both ends to the Coast Road. This needs to be done so the school bus can stop safely.
It was done in past but not this year. Action J.S.
10) The white lines adjacent to the green need to be re painted before the tourist season recommences . Action J.S.
